How do the unused relay/fuse sockets stay waterproof? I only need 3 relays right now but want room for more.

All the seals for the bottom come without any holes, so there is no need to wire the terminals with short pigtails like another answer suggested. You need to actually poke a hole in them to wire it. The holes are already most of the way through, with just a little skin left at the bottom so it's sealed untill you need it. I just pushed a little dowl through the holes I wanted open for wire.

Can i use the fuses in the panel for the same circuit as the relays?

Yes. I used the fuses for the load side of the relays.

Does the kit with harness come pre wired?

Mine did not, but it came with all the clips and everything To go on the wires and then click into it. I used it for my UTV.. It is very nice. The one in the picture that you asking me about. Looks like it is pre-wired and numbered for each Relay.

Can I use one of these as a horn relay, grounding one coil through the steering column with three others supplied current from switches as usual?

A relay is nothing more than a switch with a normally open and a normally closed contact. Yes you can use a relay to energize your horn. The button in the steering column switches ground when you push it. Connect the ground potential coming from the closed horn switch to the relay on terminal 86, connect a constant 30 amp potential12V source to both 85 & 30 and connect 87 to the positive side of the horn. The horn must be grounded to function. When you push the horn button the circuit to the relay coil will close, switching it to energize the horn.
