It's not organic. I've looked everywhere on the label. There is an organic equivalent that clearly states it's organic.

There's a reason. 
This olive oil is produced for purchase within Palestine. In Palestine, it is not easy to obtain a certified organic product. The reason is the increased price of the product, which relates to the licensing procedure being deemed as a global requirement. This in turn makes the product beyond reach of the poor and those of middle income, leaving it only available for the rich farmers and traders. There was no benefit to the producer to seek the certification, since it wasn't intended for a mass international market. 
Nevertheless, Equal Exchange olive oil is grown with organic methods. It makes sense really, olive trees are happy in poor conditions, need no pesticides or fertiliser, and use little water. It would cost more to produce the oil non-organically.
I have friends in Palestine; I hope. I haven't heard from two of them since their home was bulldozed. They said the same thing. It's only cost-effective to get the certification if you are a huge producer who mainly grows for export.

As far as I can tell from reading the label this oil is 100% organic olive oil. It is the tastiest oil at this price I've tried.

Can i use this for hair?

The short answer is Yes, you can.
This is an excellent quality olive oil and can be used for all sorts of things. My wife drinks a tablespoon a day for her hair and has used it as a conditioner as monosaturated oils are easily absorbed by hair. 
However, the scientific basis for this is limited. I recommend Googling "Is olive oil good for your hair? Rachel Nall" to read a review of the evidence in Medical News Today. There's no bad news, just a review of what scientists think.
