Poor quality, not sealed bearings.
While they are cheap, I did expext sealed bearings, as thats how they were advertised. They aren't, they dont use "sealed bearings" , and there isnt even a seal On the bearing race. They feel like badly adjusted cup and cone. One wet and muddy ride and they'd be written off.
