The image shows 4 screws and a drill bit. Does one have to drill four holes in the washer to make this kit work?

Yes.Drill the 4 holes with the special bit provided so that you do not drill too deep into the washer. After fixing with the 4 screws you are ready to put the dryer on top. The feet of the dryer need to be screwed out a little but there is a plastic guide piece to show you how far to unscrew them. Instructions are included.
