how are the top and bottom bells connected, welded? If welded, does the connection rust?

Looking down into the bells, there are 3 tiny spot welds holding the large and small bells together. On the ourside, there is a stainless ring or collar to cover and dress up the joint. No signs of rust anywhere. It has a nice clean construction.
