It can hold one suit comfortably probably two suits max.

Q: Can I store this bag in the over head compartment on a plane? Does it meet the dimension requirements?

I dint know the dimensions. I can say its small thats why i returned it.

Q: Can I take this as a personal item and then have a carry on? Will the airlines allow it?

I am unsure - recommend you contact the airline. I liked the bag except the zipper broke while out of the country.
