What is the R value of the 1.18"?

This is a good question that unfortunately I cannot readily answer looking at the description of the item which states: Good thermal insulation Rubber insulation pipe adopts closed cell structure, low thermal conductivity, stable temperature, and has the function of thermal insulation.....if we take the verbiage they elect to use indicates it "adopts" closed cell structure. Really !? it adopts ? So is it or isn't it ? It goes on to say it "has the function of thermal insulation", well I would think so !! Proclaiming it has the function as opposed to stating that it has the function....perhaps something is getting lost in translation... If I take what they say literally, i.e. that the material is in fact "closed cell rubber" then the following would apply to your question: This is closed-cell foam rubber, on the other hand, becomes rigid upon application and has an R-value range of 6 to 7.

Can this be used on underground sewage lines?

I suppose it depends how far underground and what kind of material (rocks / aggregate / sand etc.) it would be exposed to, it would eventually break down over time and or get crushed from the weight / force around it... it's not designed to be buried under ground , if you do, you do so at your own risk...
