What's the metal part for?

Whatever you do, don't use it the way the person in one of the pictures is using it. Without connecting that metal loop to the screw for the wall plate. AS for C Fox' comment, not everybody can do that. Renters for example.

Can this 3 prong work for a dryer plug, or just smaller appliances?

Most dryers require a 220 connection. These great adapters are meant for your 110 lines to your normal, say lamp, small appliance possessions. When you purchase a new dryer or range you will be required to purchase a new cord (from most sellers) to get a warranty on the appliances. You will see that a dryer and a range have different plug structures. These adapters are meant for use in older homes that do not have a 3 prong outlet, meaning you only have 2 wires running to the outlet, a positive and negative, no 3rd wire for grounding, which is the current electrical code. For a dryer I highly recommend you hire an electrician to run a 220 line from the breaker box to a new outlet. I hate to be the bearer of bad news but for your own safety, get an electrician. These adapters are meant for use in older homes, a kind of safety item until you can afford to get a home rewired. And again, only meant for 110 lines, not 220 that the majority of dryers require. Can this be used for a mini fridge?

I don't have a mini-fridge to test it on but I would feel safe using it for this function. I live in a house built in the early 1960's and these grounding outlets are very handy. I keep a supply of them . Bill J. Nix

I believe you could use regular converter. If you're concerned I would look in garden supplies.
