I'm sure it could penetrate the sole if a nail is stepped on with force. It's steel toe, not steel sole.

Are these ansi compliant?

Yes. They have a composite toe which is legal and they are the best fit I’ve ever bought. And I’ve bought over 8 pair within the last year. Just make sure you get the wide size if you have the need for that type of shoe.
