Can it survive outside?

It's supposed to, yes. I've had mine since September.. We mounted them on the front facing peak of our pavilion and we're now in the thick of Oregon winter with lots of rain, snow, wind. They're holding up beautifully!

Since it's a circle, it's the same from top-to-bottom as it is side-to-side which is shown in one of the pictures - 11.8". BTW, I love these; we put this one on the peak of our backyard pavilion.
