Can i use this on top of wallpaper to make it waterproff so i can wope doen if it gets dirty?

Unfortunately, you can’t do this with PVA. We don’t do a product for this type of application. You would have to use something non-water based because wiping down would re-wet the surface and wipe the glue away.

What is the consistency - watery or thick?

Quite thick. I use IT for sealing foam and a DRW layers gets plastic in no time

Can I use this on block paving

I do not see why you cannot but I am not a builder! I have used it on brick, plaster and plasterboard without any issues.
