Will this fit b&d ms-1000 cyclone sander?

I think they fit, but not 100 percent certain. I would take the risk if the roles were reversed because these pads work great.

Will this work on bdcmts matrix sander attachment?

Hi Yes, if your sander is 5-1/4" tip to flat bottom x 3-3/4" side to side at the flat bottom. The holes may or may not line up, you can make holes where your sander has holes for the sanding dust to get into the bag.
