Is there a way to limit the output pressure to less than 3000psi?

Not that I have found, but it does increase slowly and once u lift your foot it stops and holds

How to set up, no fluid coming out of manual valve with pump running?

About Electric Hydraulic Pump, if the hydraulic oil is just added, it may be that there is air in the suction pipe. The solution is: start the motor for about 20 seconds, and then stop, the motor does not turn and then start the motor, so that the repeatedly start and stop, the air is discharged.

If I take my foot off the pedal at a certain pressure, will the unit instantly reverse or can it hold the pressure until I press the pedal to release?

It holds the pressure. You must press the petal backwards to release pressure.
