Answer to first question is yes. Answer to second question: the 9 pin header has 8 active pins. Pin 9 and pin 10 don't carry data; they exist so you don't connect it backwards. The 8 active pins is a pair (two) physical USB ports each consisting of the differential data pairs, power, and ground. In other words, the pinout for the USB header is 1 - USB1 5V 2 - USB2 5V 3 - USB1 D- 4 - USB2 D- 5 - USB1 D+ 6 - USB2 D+ 7 - USB1 GND 8 - USB2 GND 9 - Blank 10 - NC

will this work to control the rgb for 2 separate devices the Corsair h150i pro and the rgb fans and strips from corsair? icue to recognize only one

Sadly I'm running a corsair H110iGT and 5 ML series fans through this my cooler working but the rgb on the fans don't so I have to buy the NZXT internal hub.

What is the best way and location to mount this? Can i glue it directly to my pc case?

It comes with a self adhesive pad on the back of the PCB, so you can mount it on an flat surface. I mounted it on the case behind the PSU. Hope this helps
