Is the hose flexible? Does it get stiff in colder temps? Does it have a memory?

Only had Vevor air hose reel 2 months. I like it, I was reluctant to purchase one without the hose being rubber, but so far so good. I live in Florida, so I cannot answer your question on the "stiff in colder temps", I do find it plenty flexible and reels back easily.

Are the ratchet and pawls made of metal or plastic?

All metal. It is built well and works very good.

I would like to mount this on a sprayer tank that I pull behind my ATV. Will it work for liquids?

I have no idea. I only use it for air tools in my shop. As long at the liquids are not corrosive to the material of the hose and thin enough to spray through whatever nozzle you hook up, i see no reason why it wouldn't work.
