Are the ingredients natural or chemicals?

Natural. Ingredients are milk, barley, and Carmel sulphates. Great quality product I’ve used many of times.

I have a qt of 200 proof food grade alcohol. Is one package enough?

That is about right. It is for making 2.25 lt at 80 proof so you will need to add distilled water to get there

Do I need to add a base to this?

It is a big double sided pair of pouches. The directions on the packet don't mention anything about a base. Bourbon is typically not very sweet.
