Yes I use on wet and dry hair although wet hair needs an intensive wash after, dry hair is fine. Gives a amazing shine.

how many mililetres is the bottle?

It is 200ml - I ordered Vaseline INTENSIVE CARE tonic but got Vaseline Hair Tonic (made in India) instead. Clearly not the product advertised on Amazon. I wrote to the seller but only got a grudging apology. Not worth the hassle. Amazon should monitor mis-selling and inaccurate advertising more closely
