Is the top clip on the sketch board removable?

No, the top clip is attached and fixed in the middle of the drawing board. And the position will be suitable for drawing.

Does the carry handle affect the use? If I were to put one 8.5x11 sheet on this, would the sheet cover the carry handle?

The side carry handle is about 1.2 inches wide. The 8.5x11 sheet will not cover it with our 13x17 board.

I just want the board part to insert inside a portfolio bag. Is the size small enough to fit into my 18x24 bag?

We have sketch boards in several sizes. For your 18x24 portfolio bag, the 13x17 and 14x18 sketch boards are suitable.

Would a piece of 12"x18" paper fit on the 14" wide board?

Yes. 18” barely, it will have to fit all the way to the top of the clip.. 14” the other way so the 12” will fit good.
