Is this 40cm on the external measurements?

Approx 40 x 30cms external measurement

How high the rack stands from the bottom of tray;

About a centimetre, touching the base in each corner. The rack also has grips each end to lift it out from the tray.

Just got this today, washed it and put it in the oven to make dinner. It omits a very strange and strong smell. Is this normal?!

Doesn’t sound normal to me. I didn’t have this problem. I suppose you removed all labels ?
