does it come assembled?

NO and there are absolutely NO INSTRUCTIONS in the box. I guess they assume you have previously assembled a bike and run brake cables before. You have to unscrew the brake line support in order to put in the handle bars, then reassemble it - all the while holding the brake cable in your hand. Then you are supposed to somehow run the brake line and attach some black cable looking part and 1 miscellaneous washer to some location not specified.  So sad my 12 year old who really wanted to ride it won't be able to until I can search the internet for instructions. Would it really be that difficult to put in a 1 page diagram or instruction sheet?

is it water proof or resistent?

It is water resistant to a continued direct splash. There are no waterproof e-Scooters. If any are submerged in water for a period of time they wiill not function.

Is this brand truly cheaply made? Is there a better brand with a more durable product?

As a owner of this product I don't think its cheaply made for its price point and scooter reviewers still list this scooter as the best buy for $300 and under.  The Xiaomi M365 comes in next at the $400 price point.  I'm actually going to buy another for my son who lives in California.  My girlfriends son rode my V2 yesterday and he got it up to 19.4 MPH he weighs 90 lbs.  The only limitation of this unit is battery life but I accomplished 9.3 miles myself and I weigh 190lbs and I did that in 59 mins 40 seconds.  BTW, 9.3 miles straight on a scooter isn't as easy as it sounds, I was tired and took a nap afterwards and I've ridden motorcycles for hours at a time and not felt nearly as exhausted.

Question 4

Is there a trick to folding it and using the clip?  When I fold mine the clip barely engages and while walking with it the scooter comes apart.

as weird as this sounds, try unscrewing the clip on the fender and turning it around. we have found that this will work sometimes if the front hook is either catching too hard or not enough.
