Is the 27cm diameter measured at the top or bottom of the bucket?

Hi ED,27cm is at the top of the bucket, the base being approx 18mm

Ours came badly dented but I decided to keep it as I needed it quickly. It is made of steel so it can be recycled.

Is this totally flat at base so can put on an electric hob cooker??

When you heat galvanised metal, it gives off poisonous gases. Definitely do not stick on your hob.
