Does "two pack" mean you get one set of two ties, or two packages with two curtain ties in each? Thanks in advance.

ONE PACK HAS TWO TIES. I LOVE THEM. I DONT USE THE MAGNETS BECAUSE THE CURTAINS ARE THIN SO I TIE THEM AND THEY LOOK GREAT - ENJOY

Can these magnetic curtain tiebacks be used for outdoor curtains? Can it withstand the wind?

I would not think that is likely at all.
