Nope, no power source. But it come with the light source that can be powered directly with a 12VDC (e.g. your car battery)

So how does one attach the cable to a structure? Glue, tape, cable hooks...what?

It has 2 pin cable head if you have matched head, however, we also can connect it with tape.

How to attach it to plastic in car if used hot glue gorrila glue super glue everything. any suggestions

depends on where are you attaching (the surface). If the surface has a groove that you can lay the POF inside it, the hot glue would be sufficient. The good thing about hot glue is that it will not ruin your car too much. be careful with the heat from the glue, it could melt the fiber if it is too hot.
