Would it work for a Vespa 150cc?

It should work for a 150cc Vespa as long as you have good tie down spots. I’ve used it for a small pit bike, a full size dirt bike, and a 400cc street bike. Works great!

Is it safe for an RV?

I don't know why it wouldn't be safe for an RV; other than you won't be able to see it in your mirrors - so don't forget that it is there!
