Q: What is the country of origin?

Most likely I believe it's China. I mean little tiny strikers like this that you can buy by the thousands aren't going to be made in America. I will say the quality is good it has a more aggressive striking profile than the standard strikers. With that being said you could do the same thing with a sawzall blade designed for metal cutting. It's basically the same tooth pattern. Cheaper ferro rods aren't necessarily bad.. cheaper ones have more steel unless magnesium they last longer but don't spark as hot as ones with more magnesium. I found if you have one that's cheaper just use a more aggressive striker and also pull the ferri rod towards you

Q: Carbon steel. Can you strike it with a flint rock to make sparks?

These are supposed to be carbide (not typical carbon steel). I use them with a ferro rod, not with flint (more likely chert in the U.S.). In my experience, these are great with ferro rods, but won't work with chert found in Tennessee. If you're focused on chert/flint use, I'd suggest looking for a larger profile high-carbon striker.
