Once beans are roasted can you turn the heating element off, but leave the fan on? In that way this device can double as a bean cooler?

Yes. It has a cool down cycle button. It seemed to turn the heating element off, but continued to spin them. I think it lasted 5 minutes for the cool down

I just bought this roaster. Along with the fan noise it makes an intermittent high pitched wine. Is this normal or should I only hear a fan blowing?

You should only hear the fan and the popping of the beans. I've had mine a few months and I have not had this happen.
