I’m 5’5 size 8-10 not sure which size to order

I’m 5’3 and a size 12 I went for medium and the legs are long but it fits very nicely everywhere else .

Can you wear this during very cold winter, say under 10C?

I do...but I also layer clothing to take into account my needs. I layer when I cycle in very cold headwinds, therefore will wear other suitable clothing-like long sleeve t shirt, over fleece top clothing, padded high visa jacket, thermal hat, etc.... and thermal trousers and socks.
