Can i use it in Summer... If i have oily skin...?

Yes. Apply very little quantity only. It should work fine.

My skin type is normal after certain hours after face wash it becomes slightly or less oily so can i use this or suggest me any other better product

Yes you can surely go for it. It's gel but gives a good moisturization. You can use the simple moisturizer or Lakme or ponds whichever you prefer.
