could this be used as a topping for Shepherds Pie. Would I have to use less liquid?

Use a bit less water than stated on the packet, whether making it for Shepherd's Pie or not. Add water gradually as you can't remove water once added. Don't overstir as it turns it into stodge and loses the fluffiness. For a decent amount of topping, you might need two packs. The advert video is staged (i.e. misleading) to imply a large portion for two but I reckon one pack is overly generous for one person, just about OK for two, for a family you'd definitely need more than one pack.

What is the best before date?

Depends when you buy it! - my last purchase was a couple of months ago and best before says next March so probably about nine months - however its dry so I would expect it to last indefinitely! Its delicious and brilliant for storage - particularly during lockdown.

once reconstituted can this be frozen?

I used it for a cottage pie, froze that, when it defrosted and reheated, it didn’t seem to make a difference so I can’t see why it can’t be frozen.

Why has this product gone from £12 a box of 12 to £18 a box of 12 in a matter of weeks and since the covid outbreak?

£18.00 for a bulk buy box of 12 is overpriced IMO. The standard supermarket price for a single pack is £1.50. £12.00 is the usual Amazon price for 12 packs. Supermarkets frequently sell at £1.00 per single pack.
