I bought one last year. Isn’t working this year so have to buy another one

Don’t bother not worth the money

Do you supply this light in a scence that it could be out all year round?,

It is designed to be a seasonal item, however, since it is an indoor light I don't see why it couldn't be used all year round.

Can this item be used on mains Electricity

Yes, it can be used with the battery saver: https://www.amazon.co.uk/dp/B08L9KVZCK

Does this make a noise whilst in use? Bought a water spinner last year and it made a hell of a racket

It does make a bit of noise but its not loud enough to bother us
