Can it accept 12 gauge

I think 12 gauge would be too thick.

Are they hollow from one side to the other?

No they are not hollow. You press down on one end to insert a wire, then release to clamp it shut, and do the same for the other end. The connection is made with the metal contact. that touches both wires. It's efficient, fast, and and you can screw this terminal block into wood, or use a bolt and nut to secure it if needed.

12 gauge and 240 volts ac

The diameter of the tube can hold 12 gauge wire, but I wouldn't put 110, let alone 240 V AC thru it (but I'm not an electrical engineer)...
