If i use this do i still need paint primer?

I would think so? This is typically applied as the very last step, so your paints should look better and apply easier with primer.

Would this also be considered a satin topcoat?

Maybe given the material or color it covers. But it is not satin finish by nature

Is this product more special or something cause this is 25$ and on a different website it’s 6.50$

Without seeing what the other product is on the other site I am unsure. However all this product does is apply an invisible coat that protects your model as well as give it a flat matte look for a less glossy, more natural appearance.
