Is it ok to use for a mouse cage and can the smell harm a mouse at all?

NO : none of the products mentioned are ok for mice if you do not believe me check on the web that’s where I found the answer , always check before buying anything for your pets as the people who sell these products only want you to buy them they don’t care if your animal dies also the people who say yes when they have never had a mouse to use this with so believe me check with the web first as I did and I won’t be buying this so it can kill or drive my mice crazy believe me , I am not stupid I have a good head on my shoulders and I use it 
This is just a few of my mice who were babies still needing a bottle when I found them and raised them there momma was deceased by them pour thing and they were trying to get milk from her , there were 14 in total saved from 18 that she had yes 4 babies were deceased also I buried the mother and babies in the ground in a wooden casket lined with silk , the casket I brought of here and all the cages to keep them in also , funny really as I had a phobia against mice and rats and I broke that phobia by looking after the babies and they got older and I was ok as I new them so strange now I am not the same I am better now I faced my fear :)

Is this safe for cleaning gerbil and guinea pigs indoor cages?

Yes. I use it for my guinea pigs and rabbits housing. Make sure it is dry before you put your pets back. I spray it on, leave for a short while and then dry with kitchen roll. I don't have gerbils but if I did, i would use this.

Is this safe to use on chinchillas cages

I cant see why not but Its plant oil based  I sue on Rabbitt hutches Guinea pigs etc    I am not a Chinchilla expert so worth contacting them directly
