would this work with soot stains that have been smudged?

It depends on the density of the soot whether you will completely remove the stain. They are designed to remove all loose soot particles in preparation for painting. If you attempt to clean the surface without a chemical sponge you will just smudge the loose particles and bond them to the surface. Use the sponge dry first to remove as much as possible, then use wet. Treat the surface with Unibond or wallpaper paste before painting.

Does the work on wallpaper that is patterned?

Yes, the effectiveness depending on the depth of the texture. The sponge will remove loose soot particles that cannot be removed by conventional materials or chemicals. Once you have removed as much as possible using the sponge then you can redecorate.
