Is this antibacterial?

It does not state anywhere on the container that it is antibacterial. My mother has very sensitive skin and prone to itching and E45 itch relief cream helps her condition.

What is the expiry date please

It is about three years or so. The actual expiry date is printed on the label, near the back , within a small blue printed area about one inch square. I expect it would last much longer.
