I need to reduce the size of very long cut oat grass my old horse can't chew it any more. Do you think this machine would do the job.

Stuff like long grasses and stems lay on lawn or some stone free flat area of garden or field and use a fly type mower messy but effective DO NOT WEAR SHORTS it can sting if you catch a hard flying piece

can it shred grass or sugar cane to feed goats or sheep

Grass is a definite no. Sugarcane maybe. This device works best on solid wood and not so good on greens. I hope that answers your question.

can this be used for dicing up plastic? such as plastic water / milk bottles, caps etc?

It's intended for fibrous plant material, and although I expect it could chew up plastics I wouldn't want to risk the blade of my machine. Why would you want to do this when you could just send plastics to recycling?

Is the current model made in China?

I can't find any reference to country of origin on the casing of the visible internal parts. I believe it is either Chinese or korean. In any event don't buy it. This is a VERY poorly thought out design. The old model was so.much better.
