Q: will this still glow if i put it on a flat surface and apply a thin clear coat of epoxy?

If light reaches the phosphorecent coating then it will charge it and it will glow, BUT I can almost guarantee that the lacquer or varnish or epoxy will crinkle and destroy the decal. I tried using woodgrain contact paper on a temporary bar top and covering it with a clear coating - it crinkled up and died a horrible death. I don't know why you need to coat it but may I suggest putting it under glass or plexi or even clear vinyl. Also Staples sells no-heat laminateing sheets that may work for you. Hope that helps!

I don’t see why it couldn’t be used on a retractable screen as it sticks to the wall just fine, but it depends on the surface/material of the screen. It is like a giant sticker so no it is not luminescent on the back.

Q: Can i put this on a window in my childs room?

Yes, you can. But you know, if the window is made of glass, it doesn't look so nice when you look into the room from outside.
