No, all the taps are metric. The tool is a very poor design so the taps are held at an angle making it difficult to start cutting thread.

I have only used it to clean up old rusty threads in steel fender nut plates. Quality seems good though.

To convert mm to decimal, divide by 25.4. or use an Internet conversion table. 3mm would equal 0.118" rounded off. 1/2" is 0.5" or 12.7mm (0.5*25.4).

Good for small jobs

Worked well on a soft metal (aluminum) application. It was difficult to keep the bit centered in the handle but fortunately there weren't that many rotations needed to finish the job. Good buy for the price.

Good Tap Wrench that works down to M3 taps

Perfect for my application, tapping an M3 hole with this tap wrench actually worked, unlike the other cheapy wrenches that have problems doing much smaller than M6.
