It would help to reduce it. The more layers you put down the greater the reduction. If you also seal any gaps in the floorboards with acoustic sealant this will also help. However depending on how loud it is it may not stop it completely.

would it be possible to use it to wrap a noisy internal soil pipe

I have done exactly that. It wasn't easy as the material is heavy and difficult to roll around soil pipe.May be bether to use two layers of the thinner material.Works well on soundproofing but my pipe has been boxed in and I also stuffed box with rock wool.
