No you need special contact cork tile adhesive This is just for wood

It states 10deg or more is req. Can this be used for 1 deg or so temps. Does it only affect the drying time or strength?

If it advises not below 10 there is probably a good reason for that. I would have a try at the low temperature and then test it for strength once set.

is this just pva or is it thicker than pva?
