I have to cut my pets small pills into fourths is this possible with this cutter?

That is exactly what I use it for - to cut famotidine pills into quarters for my cat. It works very well. I get even cuts with no crushing.

I’m looking for a pill splitter to keep in my purse with a few pills in it, that won’t open by itself in my purse. Does this come apart easily?

The Equadose V2 was not designed to store pills. This is possible with the Equadose V1 (because it has two little storage compartments), but not with the V2. The makers of Equadose V2 thought that the most important thing was to add a centering device based on feedback from their customers. Adding a centering device changed the whole configuration of the splitter. Equadose V2 is the most accurate splitter I have found for splitting pills.

On the bottom of the cutter it says "Made in PRC" which means People's Republic of China. So the answer to your question is that it is made in China.

I have difficulty opening tight lids. Is the top easy to remove?

It is very easy, you just lift the top up, put your pill in between the (adjustable)holder. Then put the lid back on top and I use the palm of my hand to push it down(that’s when the blade cuts the pill) Then u just lift top off😁I love it! So simple & easy to use
