Would this work in a hot water storage tank ?

Unlikely, as in ‘hot water’, but i’m Just guessing now. Perhaps use bricks??? Sorry, can’t provide an accurate response.

does this work on a dual flush cistern

They can but the single button flush would be quite small.

Can you not just adjust the setting in the cistern to not fill up as much?

You can adjust float valve or ball valve but if set too low will not put enough water in cistern.basically the bag rises water level in cistern so uses less water . It’s really own preference to use these or not .
