Would the GB20 start a 2l Diesel engine?i know it says not recommended for diesel, but why?

To answer the "why" part of your question, diesel engines have a much higher cylinder compression ratio, often reaching 18:1, compared to a petrol engine of around 12:1. This requires a higher torque from the starter motor to crank the engine, which itself draws more current from the battery. Also, the glow plugs in a diesel draw current to heat up, so this adds a little more to the drain on a battery.

It is rated to hold up to 70% charge for over 1 year.

Can I use this to jump start a Toyota Prius (hybrid)?

I also used this with great success on my Toyota CH-R 2.0 litre Hybrid

Is this unit a potential fire hazard if carried in top box or other compartments on a motorbike.

Only if you break the case and expose the battery. Not an easy thing to do.
