Can this product be used to seal a concrete birdbath without harming the birds

This product should be absolutely fine as it soaks into brick or concrete and then dries into a waterproof coating like a matt varnish.

Will this seal terracotta pots?

Yes it can be used on the external of a non glazed terracotta pot, it will create a water repellent surface but remains breathable so moisture can still pass. Always do a test patch in an inconspicuous area first to ensure it absorbs in and there is no colour change.
