Can anyone tell me the diameter of the wire, please?

The wires are based on a gauge, the smaller the gauge the thicker the wire is. Most tutorials will tell you the gauge you will need for your project.

How do I get the paper off

I have never personally tried to take the paper off of the wire, but would suggest burning off the paper with a lighter and then wiping off the remains with a damp cloth. Hope that's helpful.
