Can these be fitted easily to a violin with a fine tuner on all strings?

They are ball end so will fit tuners designed for this string type. However with a synthetic strings you normally have a tuner on E and possibly A Strings only. Students with all steel strings often have 4 fine tuners for ease of tuning. Synthetic and Gut strings behave differently and for an experienced player easy to tune on the peg with the exception of the E (fine tuner). Hope this is helpful.

what is a ball E in a violin string set, and can the set be used on any violin?

Ball ended strings need a violin with two pronged fine tuners. Many violins only come with a fine tuner for the E string. Other strings come with loop ends which can be used with one pronged or two pronged tuners. If the set has loop ended for the lower three strings and one ball ended E string you will be okay for any violin.
