Is this safe for thining hair (I noticed alcohols are top ingredients and i need help for hair thinning)

Cetyl alcohol is one of the ingredients that you are likely to see on the label of hair conditioners, shampoos, lotions, and skin creams. Along with stearyl alcohol and cetostearyl alcohol, this “alcohol” is used as an oily additive for allowing the conditioner to more easily spread throughout your hair. This is not the type of alcohol you're thinking about. Isopropyl alcohol is what dries hair out. This type of alcohol actually is waxy and will coat and protect your hair from things that dry is out.

Is this product animal cruelty-free?

This is NOT certified cruelty-free. Just zoom in on the bottle. The thumbnail poster in the listing says “animal testing free”, but it is not on the bottle. Also this has Isopropyl alcohol which is bad for your hair. Unfortunately decided not to buy this because it does not indicate on the bottle that it is cruelty-free.

does this product really helps regrow your hair?

I am not aware that this product advertises that it will “regrow hair”. If your hair is GONE, this product is unlikely to bring it back. Please understand that this product “conditions“ your hair so that it is healthier to help prevent breakage — preventing breakage is what is key to “hair growth.” I hope this helps.
