My drain is surrounded by a cement franework would it fit

There depends on the nature of the cement framework. I presume it's raised, but as long as it's the same size as the cover (30cm x 30cm), it's feasible that the cover could sit on top of the cement. Alternatively, maybe you could remove the cement and just have the cover sit on the level ground? Just depends how handy you are or if you have soneone capable of doing it for you.

Can you fit 2 covers together for a larger drain?

I doubt it, this cover is pretty much tailor made to cover an area above a drain about 27 x 28 cm

Is rainwater run-off from the surrounding yard able to get to the drain under the edges of the cover?

Hi - As the cover is not fixed to the floor then rain water could get underneath and there is a grill front style if water was over a couple of inches. However if flooding is likely to move the cover you need to fix the cover to the wall at the back. Hope this helps
