UT61E+ 6000 count or 22000 count?

It is a 22000-count meter. I tested mine on my precision calibrators; both AC and dc and it was right on. I also checked the resistance measurements against lab-grade resistors and again it is right on. It is a remarkable low-cost, high-resolution hand-held meter. I have higher accuracy 5.5 and 6.5 digit meters on the bench, but this meter makes a great field instrument.

Right out of the box i get "low battery" warnings, even after replacing the batteries. all the batteries used tested good. should i be happy?

First, inexpensive battery testers often say a bad battery is good. That said, if you are reasonably certain that good batteries are installed in the unit, and installed correctly, and you're still getting the low battery warning, I can only conclude that your unit is defective.
