Can you use this on hair that isnt even curly, just slightly wavy/straight?

Yes, you don’t need a lot as quite sticky. Great product for any hair with a slight wave/curl.

Is this product suitable for toddler hair?

It is not marketed as a product for children. I wouldn't use it again on my hair as it made my hair feel stiff. If you want a natural product that is good for the hair and gives good hold why not try making flaxseed gel. It takes 10 minutes and is very cheap. My 4a/b hair loves it. Plenty of videos online.
